the parts that need improvement are discussed in the customer reviews near the bottom of the page. powder dispenser and scale are the items i remember getting lukewarm reviews. those parts are cheap to upgrade. so no worry.
you need dies for the caliber that you are reloading.

research what you actually need for the caliber / bullet grain you want to reload before you buy anything.

Hello fellow Santa Clara County resident! Lucky you for purchasing your weapon after the AR-15 registration cutoff date. Like a chump I wanted a shiny new toy for christmas and ended up waiting at Bay Area Gun Vault for almost 5 hours; made the DMV look easy.
Onto your question; most guns these days come with crappy cable locks that meet the minimum definition of a gun locking device. I'd ask when you go in to purchase if the gun will come with one. If it doesn't, you can always get something like this on Amazon while you wait out the 10-day period.
Anyways, enjoy yourself, good luck on the purchase. Also, unsolicited advice; have you considered a bolt action?!

The stock rail is not fantastic, but it will work, and it's included. It's a place to start while you figure out what direction you want to go.
Do you plan to install better iron sights, or make it optic only?
I have this scope on mine. (And the Nodak Spud iron sights, the rear sight is the railed version) and for the money, you can't beat it. It's gotten me at least 6 Appleseed rifleman scores at like 4 different Appleseeds.

New brass 9mm goes at .20-.25/round. Some online sellers are shipping to SF, you need to check Cabelas, Natchez, Lucky Gunner, Ammunition Supply Warehouse, Target Sports. I think they all send to "hippie" places. You may find some others on ammoseek. Or you can find a friend outside of SF/Oakland proper.

It wouldn't hurt. Oil itself is not enough. You can buy a Hoppes kit and it will have everything you need (except the bore snake, if you want to use it). This is also useful.

I know Reed's has some courses but I never took them myself.
I got an S&W 442 from Riflegear and added some Crimson Trace laser grips because sights on pocket revolvers suck at best. This at least gets me on target and since it's a pocket carry, I won't have that typical draw where I present the gun optimally.
I run Speer Dot Gold 38 Special +p ammo, gun holds a total of 6... I understand it's not my CZ P-01 with 14+1 rounds of 9mm, but you give up a lot when you pocket carry, but better than not being armed at all.
I really wanted to try a few subcompacts but the roster is very limited.
While $55 does seem a little high for a magazine release with the amount of engineering, marketing, and production the price is reasonable, especially if you do not want to register.

I got one of these for my 3gun shotgun with a 12rd tube, that I have plugged to 10rds obviously.

If you haven't already, have a look at Thinking, Fast and Slow. The basic problem (AFAICT) is that, in practice, people judge risk based on how easy it is to recall an example, rather than statistical likelihood. With the media constantly harping on about a "mass shooting epidemic", this leads people to massively overestimate the risk of being a victim of a mass shooting, and because it's (what Kahneman calls) a "System 1" process (basically his term for "intuitive"), and because "System 2" processes (basically his term for "analytical") are very strongly predisposed toward concurrence with System 1 conclusions, it is almost impossible for data and reason to displace the intuitive presumption that mass shootings are a significant threat.
