I purchased it used from Kijiji for 195$, did a system restore, and is working like new! Best purchase I've ever made for MTGO
I play primarely on a desktop, but it runs on my 6 year old gateway laptop barely. It's a gateway with a 2.5 ghz processor, 4 gb of RAM, HDD, and onboard graphics. It's barely playable on that.
I would reccomend something with an i5 2.7 ghz or better, 8 gb of ram, and an SSD.
You will probably be on the high side of your listed budget but it's doable.
