Here's one on Amazon that runs with a micro SD card. Super easy to set up and can hold as many games as you can fit on your card.
If you're looking for one specifically to be used in the GBA slot, I can't help, but if you just want a way to emulate GBA games, DSTwo works.
I've used my DSTwo since 2010. It can play DS, GBA, and GB games (some SNES also I've heard, but I haven't personally tried that). It doesn't need anything in the GBA slot, and it also works with all the systems I've used since (currently on a new 3ds xl).
I bought it for about $60 from dscardshop, but it appears they no longer have a website. It gave options to include an SD card, so I got an 8GB Kingston. I did a quick Google search and I found a place that lists prices and places where you can buy. The DSTwo site doesn't actually sell them.
One other thing to note, I always update the firmware on my original DS, just to be safe. Someone told me to do that, but I'm not sure if it's actually required. I guess just in case Nintendo adds something to a 3DS update that would mess up the card.
