I don't really ever splurge that much at once on myself, but one of my favorite slightly pricey items is Pandora jewelry. If you don't know anything about it, their website is here. It is a modernish charm bracelet, and they are really fun. My husband usually buys me a charm or two for the major holidays each year. I am going to link you some pictures on the assumption you don't know anything about pandora. lol
To start you will need a bracelet. They have several types, but I recommend the normal silver or oxidized silver bracelet. The charms are threaded beads that screw on, so there are two raised areas with threads on the middle of the bracelet to let you space your charms out. The sell clips that go over these areas and lock on, I recommend getting 2 of those right away as well. Then you pick out any of the hundreds of charms they have. They have some amazing ones. My favorites are the koala bear, the seashell, the dragon, and this flower. There are so many it is impossible to choose when you start.
Now, assuming you want to start this, most of their charms are $25-40ish or more if they have gold or gemstones. So it doesn't have to be a super pricey thing, and you can add to it a little at a time. The bracelet is $65 I think, BUT! If you could handle waiting until I think September 19th-22nd, Pandora does a sale where you get a free bracelet when you spend $100. Its a really good deal I think, I usually have my husband wait a month and get me presents for our anniversary in September rather than August.
Their site will tell you where stores are for you, it looks like there are at least a couple where your amazon wishlist is set to, (I hope that's not stalkerish of me! I didn't want to recommend all this and then find out you didn't have a
Pandora store.) but there are bigger stores that would carry more of their stuff to the south of you. And most places will let you do two transactions and get 2 free bracelets, so you could try two of their styles. They just came out with a bangle that looks neat and I think that will be the free one I get next month for our anniversary which is this month. Heh.

Dotting tools, striping tapes, rhinestones, and nail art brushes are great for her age bracket (and they have the added bonus of being super cheap!!)!
For a higher level of difficulty check out nail stampers with "plates". Here is a tutorial to show what those actually do, tutorial.
You know your kid better than I do, but at her age I would have loved a dedicated space for my "beauty supplies". Would a desk with a nail station be a welcome gift? If you live near an IKEA, get something like this and these for polish storage, each box fits 50 polishes easy! I would also get a desk lamp and some mason jars or whatever to hold the tools that are too big for the box. Maybe even a vanity mirror for when makeup becomes a thing. To keep the desktop clean and easily manageable I would get some cheap plastic place mats from the dollar tree.
Polish-wise, Sinful Colors is a cheap brand of polish found in most drug stores, usually around $2 a bottle, but the colors are nice and go on well (I own about 20 of them and use them often). For a person her age I probably wouldn't get too many of the more expensive brands like Essie on up, just because preferences are fleeting at that age. Eventually, you could dive into the deep scary world of independent polish makers (where all the pretty colors are!!)
I use Zoya Purity ($7.75 Amazon), Zoya Christinna (pearly - $7.75 Amazon), OPI My Boyfriend Scales Walls ($6.85 Amazon), and OPI Alpine Snow ($5.89 Amazon) for most of my white manis and I have had good results. They are all usually two-coater polishes just to even things out and prevent bald spots and streakiness, but I enjoy them :) China Glaze Dandy-Lyin' Around is another great pearly white that I love ($4.93 Amazon)!
I have also heard great things about Essie Blanc ($5.74 Amazon), China Glaze White on White ($4.75 Amazon), and Cult Nails Tempest is apparently a one-coater and perfection (though it is $12) :)

Here is a picture of a European cuttlefish I took at the Toronto aquarium. I too love sea life. Here is one of four Carribean reef squid I saw while snorkeling in the Dominica.
Drink: Take a half a can of of frozen lemonade mix, half a can of frozen orange juice mix, a cup of sprite/7up or gingerale, and 1-2 cups of ice. Blend together. Delicious citrus slushee. Add optional rum.
I think these sunglasses are pretty adorable.

You need Orly Glowstick. (BONUS that's my swatch :D) I love this color more than words. It makes your nails look like they are positively lit up. It's so glowy and beautiful. Best applied over white. It really is...unreal, unlike any color. My picture doesn't even do the glowy-ness justice.
EDIT: Oops, got so excited about glowstick I forgot to do my color of choice. A color I need is Too Yacht To Handle by China Glaze. I CAN'T GET ENOUGH TURQUOISE IN MY LIFE.

As for a terrible apt story, I remember the first apt we lived in when we moved to Seattle as a kid was a one bedroom on the top floor right on the on-ramp headed down town. My sister and I shared a pull out bed while my mother slept on the cushions on the floor. We had one small black and white tv and a chair to sit and watch it from, and the only light the apt had was either the bathroom or small kitchen overhead light. At night I would fall asleep to the feeling of the building shaking from the mac trucks driving past either on the ramp or already on the high way. Really the only good thing about that place was the amazing view of the city at night.
As for my list, the only ones I REALLY want are pound cake, capri, vanity fairest, who's she red, pop art pink, raspberry, watermelon, and charmeuse. I know that's not 12, but those the ones that struck me as the coolest...really I would take any of the red/orange cremes :)

I've tried SO many products recommended here (and given them each a month of use) with no luck - but maybe one will work for you: Sally Hansen Complete Care, OPI Nail Envy Original, OPI Nail Envy Maintenance, ORLY Bonder, and Nail Tek. Still my nails peel at the tips. I really don't know what to do, aside from keeping my nails trimmed short or not polishing at all. I'm trying this by Sally Hansen, now. I've only been using this for one week, so it's too early to tell. I do use cuticle oil, and like most people here, I use Emerald & Ash (as well as Rainbow Honey & Essie Apricot Oil) - though, I'm not as religious about it as I probably should be. I tend to wait until my cuticles look in rough shape. >.>
Orly Glowstick is the brightest polish I know of. So, rain, rain get the f#!% out of here!
