Here's my take:

$150 isn't going to buy you a lot of upgrade right now. Basically, if this your current budget, there is no option: you're buying a new video card and/or some additional RAM. I can't imagine you're going to get anything in the way of tower for $150 that's worth putting your money on.

What I'd tell you to do, if you were asking me, is to hold off. Check out the demo Friday (or the full-game if you've already ordered). See how it performs. Yes, you'll have to turn a lot of things down, but it will give you an idea of if it's even playable on your current rig. It may be that a small upgrade now will be enough to get you off-the-ground.

If you do want to just grab a video card right now, you can do better than those two. Go big, my Civ brother (or sister), you deserve it. :)

But rather, if possible, I'd suggest holding off until you can build up a bit more of a budget and do a more meaningful upgrade. (that said, i don't know you or your money-situation; that might not be a realistic suggestion)

Looking at the top-rated reviews on that page, I don't think Beyond Earth has much to worry about.
