Hahaha, went through the same thing some time ago. A couple bits of advice:
Rise of Nations, it's a somewhat old but still pretty great RTS, looks like you can get Gold Edition pretty cheap on Amazon.
It has 24 (18+6 from the expansion) different nations from all around the world and you play from across 8 different ages, starting from the Ancient Age to the Information Age.
You can play it in singleplayer/multiplayer, with your standard random maps. It also has a singleplayer campaign called Conquer the World, which plays similar to Risk, there are five of these "campaigns" dealing with conquering the whole world, along with smaller campaigns such as Alexander the Great, Napoleon, the New World (America), and the Cold War.
Well... don't know how much this fulfills all your needs, but I surely suggest looking into SpaceBeastTerrorFright. The demo is free but it's randomized, pretty difficult and probably won't entertain you for 10 hours.
Also some other games that come to mind:
I know this is a bit tangential, but a few years ago I broke my right hand (one of the bones between the wrist and the base of the finger) but couldn't work without using a mouse. I ended up buying one of these and could use it while my hand was in a cast and even raided in WoW with it.
Medieval Conquest is a kingdom sim with gameplay that borrows heavily from the first Majesty game. It's not as good as Majesty but it's an ok budget title.
Startopia is an excellent sim/management game where you build a space station without directly controlling units.
You could also look into some of the classic base-building games like Dungeon Keeper, DK2 and Evil Genius.

The PC version and PS1 versions are on Amazon. It's also on the PSN if you have a modern playstation system. For PC, it might work with compatibility mode in Windows 10 (W10 supposedly plays nicer with older games) or by using a virtual install of Windows 95. Maybe DOSBox is an option?
I use, a Logitech RumblePad 2 for pretty much everything.
I've had it for maybe ~6 years now and it's never failed me.
It's $25 there on Amazon, but you can find a used, working one on Ebay for $10. They even have wireless ones.
I also have this particular USB SNES controller from Retrolink and it works well enough!
If you're looking for something a bit unique and tongue-in-cheek, check out Stubbs the Zombie. Pretty unique concept, as you play a zombie in the 50's-themed future.
That's not a thing, sorry. The closest you're going to get is trying to find a gift card for 3 months of Game Pass Ultimate, but those are flying off the shelves, and you can only use them once per account per year.
You could always get them a prepaid credit card and just tell them to use that to pay for it. $60 should cover a year, assuming they are eligible for the $1 first month promo .
