I've seen this argument made all over reddit, and I have to say from personal experience that everybody I know that has a mic and headphone seperate sound like shit over chat. They never have their levels right and all sound super quiet.
I have a friend that has this headset and he sounds better than my friend that has a Blue Yeti, honest to God.
Nice, I probably won't use this now since I'm so old school but this definitely would have helped years ago!
I'm not into modding my config a lot like others are. I also don't really mod anything else like DPI. I just go with what works.
Oh! I also use the Steelseries Qck+ mousepad. I've used it for about 3-4 years. Before that I used the Razer Goliathus Speed Large (I think?)

What's your budget?
General rule of thumb is to avoid headsets. You can get a much better sound and a better mic if you buy them separately. Do a search in /r/headphones or on head-fi.org and I think most people would agree. Not to say that all headsets are terrible but you can just get a much better bang for your buck if you buy them separately.
If you're doing it on my budget, my recommendation would be these headphones (Superlux HD 681) and this mic. If you can spend more money that opens up many, many more options.

Personally I tend to stay away from gaming audio. Imo the best bang for the buck is buying a separate set of headphones and a microphone. This video has some really good tips on what to buy for around 50 bucks. There are different iterations of the video with different pricepoints, so my recommendation is watching the video with your pricepoint and going from there. My current audio setup is the V-Moda LP2 with the XL pads and the Boompro microphone
Then, as a fall back, try picking up one of these babies, works like a charm for computers with a dated/no internet card.

Edit: Sorry, I've never seen the issue before, best I can say is to either get the above thing if your wireless card is indeed dated. What is your internet speed? Is a firewall blocking Insurgency's wireless capabilities? Check all that.

I googled what you mean and I do have the "Enhance pointer precision" box checked in Windows 7's Mouse settings. In the game itself, Raw Input is set to true in the settings.
As for my surface I use a SteelSeries 4HD Professional Gaming Mouse Pad. I used to have a Razer cloth pad but in the humid months it would get sticky and my mouse wouldn't move across it as well so I went to plastic and it glides really easy.
Sometimes it fucks me when I'm going for a really precise headshot for someone behind cover but most of the time it lets me whip around and hit people while hipfiring so it seems to work for me.
I do have my dpi/sensitivity set fairly high. I like to be able to move around with minimal physical movement as lazy as that sounds.

Have you looked into the non ti model, the basic 750? Something like This. Should be even lower power consumption than the ti model and about as cheap as the 740.

I own this, it's a mechanical and membrane hybrid:

I have this mouse which has a button that actually double clicks (it sends two click signals consecutively and instantly) which most fps games register as a single click with no hold.
