If you're looking for something similar, KANO has a little setup that isn't as portable but still a good learning platform.

Lastly, what I would do is just get the 7in screen and go from there. Let them figure out a way to make it work for them. That's half the education and fun of these things.
This guide can set up a pi as an access point.
The 13th comment down on this comment post works to setup a VPN.
A microusb to ethernet adapter like this one might be useful.
I've setup a VPN on a pi and have that ethernet adapter, so I can answer questions about those, but have never setup a pi as an access point. There's also this guide if you want to skip all that. Feel free to ask any questions.
You can buy the RPI from so many retailers out there so it really depends on who you buy it from. If you are looking for one with an OS on it, you can buy an OS preloaded on an SD card like this one amazon.com
You are really better to do the load of the OS yourself so that you can try some of the different flavors. There are so many different customized OS's that you need to decide what you are using the RPI for. You might want to try different ones.
Also, for those wanting to know which I bought, its this one: https://www.amazon.fr/gp/product/B07DHFZSYX/ref=ppx_yo_dt_b_asin_title_o05_s00?ie=UTF8&psc=1
