Sure, anytime you get a used part it's cheaper.
One huge issue with replacing an PCM/ECM on most cars is that the smart keys and ignition switch are programmed by the dealer to match. So oftentimes the used PCM comes with the ignition key AND and ignition lock cylinder. This way you don't need to get it reprogrammed. However then your front door locks need to be re-keyed by a locksmith to match your new ignition key.
Remember no Honda dealer is going to install or reprogram a used PCM/ECM.
