I had this same problem what I did was add an extra snap closure to my pads so i can do them up more narrow across the gusset of my underwear. It does mean paying out for the tool to do it and the snaps but it does mean you can adjust any pad you buy to fit better.

I'm sure you can find something similar the US if that is where you are from. I watched a video on youtube on how to use the tools and stuff it was really simple one I saw someone do it.
I know a lot of pads come with two snap closures anyway to adjust to different underwear sizes it might be worth looking at pictures of those to get an idea of placement.
