Safety eyes are designed to not be easily pulled off and come in different colours, but you'd have to poke little holes in the felt. Just don't push the washer all the way down in the back, and you'll still have a bit of post to hang ornaments on. Only problem is the back side. Maybe another layer of felt to cover the pokey ends of the eyes?

I much prefer safety eyes! Sometimes they don’t look quite right on a project though and I’ll sew on eyes instead. I’ve used buttons too for an older look but sometimes it looks creepy. You can also do felt eyes.

Sewing is preferable over safety eyes for items for children due to choking hazard, but I have never been able to get safety eyes off a project no matter how hard I’ve tried! I actually recently had to completely redo a head because I put the eyes in the wrong row and I could not for the life of me get them off.

I like to use safety eyes on the toys I make, and I know that they're made in solid colors, too. They're generally accepted by new parents (myself included, and I was paranoid!). With those, you just have to make sure it snaps in all the way.

Another alternative is to make sure the button is bigger than the baby's mouth for as long as it'll be wearing the item. Problem is, this could make the garment heavy in weird places.

Side note: tiny baby teeth can and will chew through yarn, especially if it's a nice texture that helps them break through the gum.
