I don't know about seeing kits, but it looks exactly like one of the tools in this earwax removal kit: https://www.amazon.com/BetyBedy-Cleansing-Curette-Removal-Cleaning/dp/B07919C6HT/ref=mp_s_a_1_3?keywords=ear+wax+removal+tool&qid=1574642797&sprefix=ear+wax+removal&sr=8-3
It's also identical to tools in similar kits I've seen advertised for tonsil stone removal. It seems pretty likely that a bunch of these cheap little sets are assembled in the same place. Maybe a piece got mixed up?
Yes, here is an example:

What are the most safe and effective earwax removal methods to 1) replace daily q-tipping and 2) clear out more thoroughly 2-6x per year when allergies are bad?
USA, adult, sticky-type brownish or yellowish wax, sense of fullness or pressure in ears, mild itching inside ear canal, mild (noticeable but not diagnosably bad) hearing impairment and moderate ear pain during pollen season. Do not have: ENT problems (anatomical or illness), tinnitus, excessive discharge, bleeding, or leaking.
GP and allergist have both examined me multiple times and said to use OTC tools that are more open than a q-tip, and any generic ear drops, but didn’t give more specifics or insight. My next appointment is in 2020 and I don’t think my earwax warrants a dedicated visit or earlier appointment, so just looking for some feedback here.
Currently considering differently shaped picks instead of qtips for regular cleaning https://www.amazon.com/BetyBedy-Cleansing-Curette-Removal-Cleaning/dp/B07919C6HT and drops with a bulb and syringe when allergies flare up and there’s more wax https://www.cvs.com/shop/debrox-earwax-removal-kit-prodid-604994
