Total you're looking at probably 100$. You can get started for less than 70 bucks depending on taxes.
There's a similar set for free folk that retails for 80 but I'm sure you can find those onsale too. If you really want to play starks or lannisters that's a little more tricky cuz you'd have to find a friend to split it with but I saw amazon had the starter set fluctuate between 100s-110s. (Currently 113)
These starter sets will get you to 30 for the small game
And a lot of packs are under 25 on amazon right now like the Bolton flayed men that can be played in any army, or any number of faction specific units to get to 40 for the medium game.
