If you want a laptop, simply purchase one (like this)
and uninstall the network drivers. You wouldn't be able to connect it back to the internet because it would have no network drivers and to install network drivers, you would have to connect to the internet.

I checked your other thread, both would be too weak and wouldn't recommend it, E2 will be exceptionally slow, if you can push your budget I would recommend this Acer Aspire E 15 mainly because it comes with (1920 x 1080 resolution) which is the best you can get for such a low budget, and recommended for watching movies/Netflix/Hulu , it also comes with Intel HD Graphics 620 which is again one of the best iGPU that is currently available and should be able to run light gaming/photo editing with ease on high settings , along with 4 GB (which is not enough, I would recommend making it 8 GB once you have enough budget for for smooth multi tasking) and 1 TB of HDD for storage.

If you absolutely can't then I would recommend the lower res screen for the same laptop here or refurbished laptop (better value for money that way) and still higher speced than the ones you have in mind.

If you can push your budget a bit, maybe look into the Acer E15 for $350. It has pretty decent specs which should work well, and a solid display for watching videos. It comes with a new kaby lake i3 processor, 4gb of ram, and a 1TB HDD. It has a 1080p TN display, and a very long battery (advertised up to 12 hours).

If you really want to stay at $300, my best suggestion would be the Acer ES 15 for $300. It pretty decent specs and a fine build quality. It comes with a skylake i3 processor, 4gb of ram and a 1TB HDD. It has a 720p TN display, and decent battery life (advertised up to 6.5 hours).

with your budget this Acer Aspire ES 15 would be a great option. it comes with a decent 6th Generation Intel Core i3-6100U Processor, 4GB DDR3L ram, 1TB HDD, decent battery life, cd drive, web cam, unfortunately the display screen is 1366 x 768 pixels, doesnt have a backlit keyboard, but it should be able to get your tasks done just fine.

I don't think you need to spend more than $600 on a laptop for such requirements. Even $400 laptop will be good for your requirements. Bumping up the budget to 300 would allow you to get this laptop. It would last long, and work fast and well for a long time. Battery is great. It is not a 2 in 1 though, but as a cheap reliable laptop, it works well.I would highly recommend this.

Hmm...what on board graphics does it have? Diablo 3 is a pretty old game that didn't really need high end graphics to run properly even when it was new. I would say if you had the pretty standard Intel HD 520 graphics and set the graphics to low and in game resolution to 720 then you should fair pretty decent FPS. By decent I mean averaging above 40FPS on a laptop. But that Pentium still has me a little worried...is it too expensive to have something shipped? I think Amazon offers international shipping to South Korea, I looked on their international page and it shows that they do. That being said, if available, this could be a better option for $270 USD and then I am assuming the savings would go towards shipping? It has the newest i3 and the updated HD620, this should provide you with what is necessary to run the game smoothly on low settings. The display is only 720p but its what you get for something on such a budget with newer hardware.

Update: How odd...the new laptop is cheaper but won't ship to South Korea (yet it does ship to North Korea?)

Below a certain price you would get laptops with very little storage. If you stay at $300 you could get the Acer Aspire ES 15 . It has sufficient power to multitask while in class and its not bulky to carry around. It has the optical drive you want and a good build quality (cant expect the best at this price point)

    Alternately if you want to go lower look at the Dell i3168 . Its less powerful bit its a get the job done 2 in 1 without an optical drive
