I have this light in a cheap lamp pointing downward over a 3'x3' card table full of plants
LEDs require a specific current, not a specific voltage. I know that sounds odd, but these COB LEDs will continue to consume current until they burn out, so they need a constant current driver in order to regulate the current that's delivered to them. The actual voltage that is delivered can vary, but it's typically somewhere between 12V and 48V.
I have the materials to build just such a setup, but I've read that the Cree COB LEDs I have don't put out a very good light spectrum for plants. I've got the goods, though, so we'll see how it works out.

Curious to see how the LEDs compare. FWIW, the scotch bonnet plant I have underneath the Apollo 24W R/B LED has a pronounced preference for the 400W MH that is orthogonally located about five feet away.
Not that they dont work but those refugium lights are insanely priced. My $10 hydraponics LED grows chaeto so fast it'll block flow in the 20 gallon tank it's in if I dont clean it every week. I can fill 2x 10g buckets worth of it.

I had really great luck with blue-red led plant bulbs. This one in particular.
I grew a habanero plant from seed to fruit under that. The biggest issue I had was that for all the flowers I had a very difficult time getting any of them to pollinate. I had to eventually try dusting them with my fingers just to see if the plant would set anything that seemed to work. The few fruits I did get developed normally. I was also able to grow a bean plant from seed to harvestable beans under the same light.
For a 24 watt bulb I noticed that my plants tended to shy away from it at a few feet but I never saw signs of burning or scorching or heat damage. This was in a closet (because the light color was painful see below) so the light wasn't escaping but the heat wasn't either.
The biggest issue is that the light was absolutely unbearable to look at. That red-blue combination is almost painful and after a few minutes you start to look around and wonder if it's damaging your eyes.
Others note there are lots of factors to the light. This is very true the light I linked to was plenty bright but it did not have a wide spread I wasn't able to put more than a large-ish pepper plant (12" pot) a small bean plant (6" pot) under it in the light zone where they were happy.

I think they are the same as the Roleadro, when i got mine they were 9 bucks cheaper, at $90. they pull about 186-190w from the wall. I have 2 of these and a Mars Hydro 600 in a 2.5' x 5' x 5' closet space. For the $, I think the 400w COB's are a much better buy. So I use this light in what was my closet beneath the stairs. I currently have 3 plants, the one pictured and 2 much smaller plants that only germinated 4 weeks ago. I put them in normal potting plants, with the trays to catch excess water and normal flower potting soil. I regret this decision now as I have had to add some CaMg supplement to the water. I keep the ph around 6.4 and the heat about 68-71 Fahrenheit. Also I think I need some boron supplement soon.
What about this and this? Has to be better than what I had.
4-5 inch, my friend. Tomorrow my red/blue LED light gonna come in the mail and I'm gonna transition over to that light temporary until I set up my grow tent.
