Update 11/8/18.


Thought I'd share what I have been testing so far. So I returned my ASUS ROG Strix x399 for the ASRock X399 Professional Gaming Motherboard and I returned my threadripper 2950x for a new one. I wanted to rule out that it wasn't just faulty gear and sure enough I was still experiencing the same issues. Went ahead and reformatted and went through all the same steps again.


I ran into some interesting forum posts when digging around for more information and I came across some topics that is exactly what I was experiencing and it talked about setting custom settings for the x264 encoder. For example, setting my threads to threads=48 definitely helped a bit, but I'm still getting massive FPS drops in CSGO when trying to stream at a medium preset while I can see others doing slow or slower just fine. The fps drops are just massive which is around 150.

It just feels like my CPU isn't being fully utilized. OBS only uses up to 17% of CPU usage, which is about 30% CPU usage total across the system. I am convinced Windows 10 or perhaps the applications themselves don't know how to use utilize the complete power of this CPU which is just unfortunate, because I specifically bought this CPU for multitasking on a single PC setup.
