Does the router also has to be a modem? If not, a budget router like the TL-WR841N can do the job. Pay attention to the size of the antenas, there's another version $5 cheaper with smaller ones.
If you want higher quality, get an Asus (+add-on antennas) or Ubiquity.

Peak hours are the worst, perhaps it is overall load on TWC. I think that CB sounds much more stable and is HD rated for things like Youtube according to their site. I understand you will never get the rated speed usually, but I seem to rarely get it if ever. Usually between 12 - 15 down and 1 up. I know what I have and I know it is slow, but I honestly am just fed up with the crap internet for the money I spend.

Wifi connectivity and devices are only around 3-4 at most. I have the following:

All seem to be very functional devices and have little to no downtime over the last few months. My wired speeds are no better than wireless, very similar results.

I would be interested to see if anyone knows about the potential for throtteling based on data use with TWC, I have never heard of it being a fact.

He can use a cheap router -- and make sure he uses a different subnet than the landlord's router. Just plug an ethernet cable from the wall into the WAN port of the router.
(eg, landlord is using 192.168.1.1 with a subnet mask of 255.255.255.0, so he would use 192.168.2.1 with a subnet mask of 255.255.255.0)

OR he can use a cheap router AS an access point -- first turn off DHCP on his new router and then plug an ethernet cable from the wall into a LAN port of his new router. (his landlord's modem will be providing DHCP)

Either method should work fine. If you need a cheap, fast router, the Asus AC 1200 series https://www.amazon.com/Asus-Wireless-AC1200-Dual-Band-Router/dp/B01ATNHG36/ref=sr_1_3?keywords=ac1200+asus&qid=1564370108&s=gateway&sr=8-3 should be plenty fast, and costs less than $50.

I've never used this particular model, but I am partial to Asus.

As far as keeping 22mbt down, both bands will have access to it, but the more is used for streaming, the less if left for gaming.

I don't have an Xbox and have no idea what open NAT is, but based on my 60 seconds of Googeling, it is setting on the Xbox, not your router, so it doesn't matter what router you use.
