I'd have to say this. A tad over budget but I've got 2 and plan to get a third. Awesome monitor, great picture and size.

Price is way too high for a 20inch sub1080p monitor. LED adds a little value but not very much.

Example, this is 2 inches bigger with 1080p and LED and costs 5 bucks less shipped

Just a recommendation for the monitor, it'll save you a bit. Basically the same except no sound and 6ms response time instead of 1ms(5ms won't make a difference, would it? I'm new to PC)

Check out this monitor! I got one the other day and it's really good for the price. Does DVI-D and it's game worthy. Also, it's 1080p.

I did this no more then two months ago all sourced from Amazon with prime shipping plus a 10% amazon employee discount which literally just covered tax cost in Seatttle which is 9.5% This is what I wound up getting, runs everything great. I'm overclocking at 4.3 with 55c temps completely stable and having zero issues. Playing most games on Very High settings at 60fps+ Streaming at 720p with 30fps cap. GW2, League of Legends, Shadows of Morder, The Witcher 2, Borderlands, etc...

Mobo: MSI 970A-G46 ~$75
CPU: AMD FX-6300 ~$117
Cooler:Cooler Master Hyper 212 EVO ~$33
GPU:PNY GTX 750Ti ~$130

NOTES: This does not include the cost of HHD or SSD, Operating System, or peripherals. I leave this up to you depending on your needs but this is a solid base leaving room for more ram, hard drive etc. I wound up getting a headset, keyboard, mouse and webcam as well as a 1TB HDD wound up at $900ish range.

Why do you need HDMI? You can use a passive HDMI->DVI cable or an adapter if you're outputting from a source with only HDMI.

In your price range, this is really your only option. It is a VA, which is better than TN, but not as good as IPS.

It is really worth upping your budget by ten bucks to get this instead. It is an IPS with 5 ms response time, and will crush the BenQ in image quality. This is the best deal going at the moment for really cheap monitor.
