get one of these things from amazon. you set a temperature and pass it over areas. it will shine a blue or red light based on the set temperature. should help you find where you need to fix. there are also thermal imaging cameras but they will be much more expensive.

Definitely a leak. I had a spot in my house that looked quite similar. Turned out it was the condensation from an attic air conditioner that followed a wonderful little trail to the inside wall. We found ours quickly, but had also considered buying a moisture sensor similar to this https://www.amazon.com/Black-Decker-TLD100-Thermal-Detector/dp/B0044R87BE/ref=sr_1_5?ie=UTF8&qid=1497831235&sr=8-5&keywords=moisture+meter+drywall but since we found the source we never ended up buying one. Maybe something like this could work for you if you can't find the source right away?

If you want to find thermal leaks but on the cheap, you could also pick up an infrared thermometer. Here's one made by Black & Decker specifically for finding thermal leaks. It has a temperature readout like most IR thermometers, but also projects a green/red/blue dot on the area you're scanning so you don't have to look down at it constantly.

I used this one while insulating my attic and it helped out immensely.

This happened to me.

First, get a laser thermometer. I have this one, it's good.

Second, inform your landlord, in writing (text or email) that the apartment is not habitable.

When he does nothing, take pictures of the thermometer pointed at the floor, near corners that are especially cold. Send them to him via the same medium you send the notification, and instruct him that you are going to call the city.

YMMV but worked for me.

Why don't you know what CPU temps are?

Edit: Did some Googling to find out about this problem with the BIOS updates, weird. Maybe this could finally be the excuse to myself to buy an IR thermometer
