It’s worth getting at full price, but why would you pay that much? Picked it up on amazon for $37 a couple weeks ago. I also imagine it’ll be discounted by retailers for Holiday sales.

The same way doctors talk about flu shots and flu season back to back: solution and the problem it's solving. This is not hard.

Lower user scores compared to critic scores is actually the norm on Metacritic, not an outlier. Metro and Control are well within that range. And as far as "other controversies" being to blame for BL3's review score, Metro had no shortage of other controversies either, yet its score is much higher than BL3. That would seem to directly contradict what you're suggesting.

First off, your Microsoft numbers are curiously based on the Canadian store, which has less reviews. Microsoft store in the US gives the game a 3.9, not a 4.5.
Second, do either of those specifically exclude gift/promotional copies from their overall ratings? Review bombs do go both ways. Steam excludes those for a reason. Fortunately, Steam isn't the only site which adjusts ratings based on verified purchase, so let's take a look at Amazon: 3.6/5 on Xbox One, 3.7/5 on PS4. Even going by your requirements BL3's review scores are a statistical outlier.
EDIT: also, just so this isn't lost in the discussion, I do NOT think the metacritic user score is accurate. Regardless of the problems the game may have, I don't honestly believe it's that bad, but nor do I believe it's a perfect game of unrivaled quality. As the saying goes, the truth lies somewhere in the middle. It's just noteworthy that the low end point is so very low.
