Borla Exhaust Polish and Fine Bronze Wool did the trick.

I originally tried going at it with some simple green. It was actually a couple days before I took the picture so you can see how much it left on there.

I've used Borla Exhaust Cleaner and a Drill Polishing Tool

I'll admit I only did a small section several years ago but it took no more than 30 seconds. I've found hand polishing takes plenty of time and several passes to bring back the luster.
