720p is pretty useless, very hard to make out faces even up close.
1080p, 1440p, or 4k are much better (from left to right).
SV3C has some very cheap cameras, a PoE ethernet 1440p model is about $60 IIRC and they seem to work fairly well, they are supported by third party software too since they're just standard RTSP and ONVIF protocols. They did sell on Amazon but I just looked and they seem to have pulled all their items though so I'm not sure what's going on there.
Really simple way is to set them up on a PoE switch, set up a simple FTP server, and have them dump images to the FTP server when motion is detected. No recording server and software needed.

Yes. So I bought https://www.amazon.com/gp/product/B075G2PM17/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1 and used it to power the 4 cameras and for network connectivity. Plug 5 or 6 into your router and plug the cameras into 1-4 and flip the switch to "extended".

Install Shinobi (I used a 1u old blade with 4G of ram and a 1TB 7.2k HD)
Go to ONFIV in upper left hand corner dropdown menu on your registered email address
Put the range in for your subnet (mine is 192.168.1.1-192.168.1.200)

I have the older version of this Reolink system https://reolink.com/product/rlk8-410b4/ and I'm pretty satisfied with it even after two years of 24x7 use. This kit and a box of decent cat-5e or cat-6 cable, the crimp tool, and connectors to terminate it (which sounds difficult but is pretty easy) and the install is literally mount camera, run Ethernet cable to DVR, power up DVR with a local network and/or internet connection, install desktop or phone app, and you are done.

The homebuilt system was slightly more complex to setup (mostly getting thru the Zoneminder learning curve) but is 10x more awesome and lets me do crazy stuff to control the PTZ cameras via ONVIF and scripts getting feedback from openCV to detect and track stuff based on objects detected via the existing Reolink system. This is still a work in progress, but I almost have a skynet like surveillance system for gits and shiggles.

there are some IP cameras that can be directly powered by a 12vPSU, but the majority are POE.
just because the camera is POE powered does not require it to have internet or wifi access.
