Based off this idea, here's my contribution to the effort. It's a custom frame with transparency to print which should slide over any standard mtg card. It doesn't convey that it's a token, but I assume people can figure that out.
If you have an inkjet printer, you can print it on transparency film, like this stuff. I haven't scaled it at all, but if you spend some time on word you should be able to work it out.
Hypothetically, at the end of this you should be able to trim the edges and have a printable transparent card to place over whatever you're creating.
With $100 I say paint. It seems that you are into aircraft, I would copy those aircraft posters onto transparency film and borrow an overhead projector. Cover an entire wall with aircraft designs
alternatively, could you use a digital projector? those can be rented and the "slide" is just a search away.

what about an old school overhead.. pretty sure kinkos can make you a transparency. mask out the whitespace with foil...
