I've had pretty good luck with the sticky traps for flies that are already in the house. I also have bait traps outside to help lure them from getting inside in the first place. They smell quite a bit so you don't want to put them my entrances.

Both are safe for pets. If you have plants that’s where the fungus gnats are likely laying their eggs. You know if you have fruit flies because when you kill them their abdomen will have stripes. Setting out soap/vinegar traps should kill most of the adults.
put this at the top of one sunniest window in every room of your home. flys will be gone with a day or two. no need to put anything near the food, but cats are supposed to eat wet food within minutes of you putting it out - and you clean the bowel area soon afterwards. do not leave wet food just laying around.

If you're surrounded by farm your best bet is to manage the problem inside the house first. It's not really possible to manage neighboring farms fly problem.
Find and seal holes as new_painter noted.
Find and reduce sources of food or water. Consider a garbage can that seals, store pet food in an air tight container.
Catch the flies that do enter but avoid using baited/luring traps inside. I like these window traps. A few on the kitchen window and windows near doors work well for us.

Make sure any outdoor traps are at least 50 ft from the house.
Reduce any items around the house that may attract them as well or put a trap near them (like if you keep the wheelie bin near the side of the house.)
