Don't buy the cheapest one you can find. They're cheap for a reason. Cisco generally makes good hardware, and refurbished is fine. This is probably good for an apartment. If you aren't trying to run a lan or a coffee shop, that should be all you need.
This will probably be your only option - assuming you can even get it to work. If you have to authenticate using a web portal, it may not even be worth it. However, if you're interested, here's a cheap router, but good router - it even supports dd-wrt firmware. I buy them all the time and throw in our warehouses where I know they will get trashed.
