You could make one. Cut your coaxial and twist the "sheath/braided" cable and then wrap it around the outside (threaded piece) then tape over it with electrical and then stick the middle pin into the middle. I have used right angle coax connectors before to get coax cables closer to the wall. Their turn radius is huge so you need like 3 or 4 inches for pictures or furniture. The connector juts out like half to one inch and then the cable is parallel to the wall. Something like this:

Or you can glue on any cylindrical peg type thing to the back of the frame to make up the height and have the picture be even but offset from the wall.

If you are not connecting anything to the outlet then do what the other guy said to remove it.
