DEI makes a passive keyless entry system, themselves (as does Compustar w/ EZ-GO, maybe more), called the PKE. Like the other user was saying, DEI units can be remotely activated with the activation input. For example, hitting the lock button 3x to remote start (could also be done from the door, itself).
A solution could be to replace - or redund - the ignition with a dead man's switch and proximity switch. To enable the vehicle to be turned on and to maintain electrical connections, one must be within proximity and in possession of the proximity fob. To turn on the vehicle and maintain electrical connections, one must place the magnetic "key" on the magnetic "ignition". If the driver is removed from the vehicle, the key will also be removed (as it is tethered to the driver), and the fob will also be removed (as it is on the driver's person). Both items are necessary to maintain electrical function of the vehicle.
