As long as the signal strength is fairly low I don't think it's going to be illegal.
No different than those audiojack dongles that transmit a short range FM signal you tune into with your car radio.

you can get an FM transmitter (i have this one), I got this one a while back, lasts me about a week before I need to charge it (usb)

I've used this one with success. In one car I tried it though it didn't fit in the cars lighter? But that's rare and then you could return it.

I liked this one a lot. It might not fit in all cases but it did with mine and taking my case off wasn't a hassle, there are also extenders you can get. But the battery easily lasts 6+ hours of constant use. Which is great because it's only a micro USB to charge so if you have a portable battery or a car charger you're golden

A lot of those are for cars and need a cigarette lighter adapter, but this one is rechargeable. There's probably others that would work that way as well.
