Something like Glue Dots would also work well, or a similar product that has permanent adhesive if you don't want it to be removable.
When I make something and want the stuff in the scrapbook to be unharmed and removable I either use something like this or this. I really like the glue dots, but be careful because there are permanent ones. As for saving money, my best advice is when you go to Joann or Michael's never go without a coupon. They ALWAYS have coupons, usually 50% off a single item. They also frequently have scrapbook paper sales. Try buying expensive stuff one at a time so you can get 50% off everything. Also Joann usually lets you stack coupons.
