It is worth getting a patch of astroturf of one of those relief boxes (you can get them at some pet stores) if you have the yard space. The astroturf/relief box just needs to be hosed down every few weeks to get rid of any smells and to keep things clean.
When my dog is outdoors either in the yard or when we're taking our daily walk around the neighborhood, I take a stick with a bag at the end, and my dog poops directly the bag. Works right away, doesn't scare the dog.
