Your solution is probably going to be a combination of things. Here are a few ideas, some of which have already been mentioned by others...

  • Here's an ultrasonic device that apparently works but only if you use it the right way. The negative reviews are largely from people who aren't using it properly. Plus, some dogs just aren't deterred by these things. Personally, I have a handheld one for my own dog, and it definitely gets her attention! • Bully Sticks or chew bones.... If you're going to throw anything over the fence (which I wouldn't encourage, but you mentioned it in a comment), let it be a bone or a bully stick, which is like crack for dogs. Even if you want to try something calming (like cbd), consider something made for dogs at least. You just never know if the dog has special feeding requirements, or what substances are capable of causing a paradoxical or negative effect. And you don't want to experience that the "hard way" like I did when a family member slipped my very sick dog a "real" (not just cbd) gummy without asking first. It was horrible. Up to that point, I never imagined that weed could so negatively impact a dog. Anyway, I know you were only joking about the CBD thing, it just reminded me of what happened...

  • Ear plugs & white noise - things you do have control over. Google for similar reddit threads about sleep solutions & you'll find a world of other ideas, too!

  • You can harass 311 just as much as that dog harasses you. They'll eventually deal with it. Record as much as you can for evidence because if the time comes, playing a compilation or series of videos is far more compelling than any verbal description of, "It barked a lot!"
  • Fill your neighbor's voicemail with recordings of their dog barking. If you don't want to risk them answering the phone, use something like SLYDIAL to get straight to voicemail. And then record until it's full!
  • Coordinate with neighbors to play VERY loud music at different specific times, or to collectively do other things that will drive this neighbor crazy.

Just make sure he's aware that everything is related to the barking dog & it'll end when he addresses the problem. And also that he's a huge, undeserving asshole. Keep us updated!
