Will I be able to play online with people who have the game on steam?
This is for PC, but the code might work on Xbox, that's where I guess you're buying it from

Actually there is such a thing. I have sold one myself I got from here in the past. I wouldn't condemn him that quickly.
Edit: Oh, GTA Complete? I am not so sure about that. I just read the log and probably wouldn't trust 2nd-hand keys myself.
