I ran outside this morning when it was 22 degrees, this was my setup.

• Thermal long sleeve shirt and leggings
  
• Nike long sleeve shirt
  
• Champion swear pants
  
• Double layer synthetic socks
  
• Under Armor Balaclava hood
  
• beanie
  
• Asics thin rain proof jacket
  
• snowboard goggles (because my eyes get cold)
  
• thermal touchscreen gloves
  
  This might be overkill, but I ran 8 miles and I didn't feel cold for a second.

I have a pair of HEAD running gloves with a touchscreen friendly surface on the thumb and forefinger. Then are small enough to slip into my back pocket when they aren't on my hands, have a reliable clip to keep them together, as well as being so dexterous I can use the in-line remote on my headphones. They are also covered in small rubber pads on the palm side, which help gripping INFINITELY. I can wear these down to 0C or -5C for a short while and they will pretty much keep my hands warm. Also, when it gets REALLY COLD (see: winter 2013-2014) I can wear them under my skiing gloves so I can take off my clunky ski gloves/mitts and have a warm layer while being much more dexterous.
