Weight penalty is too high for me that way with no real upsides going that route. You've got the storage of a rear bag with the weight of a rack.
You list the downside of a trunk bag as it swaying, but my revelate terrapin doesn't move at all. The holder / drybag system is pretty ingenious and easy to use too. I wouldn't call it cheap, but you get what you pay for.
If you are going to go that route anyway I recommend some Voile Straps for securing the dryback to the rack. I have a collection of them in different lengths and haven't found many things I can't make stick to my bike or rack somehow with them.
Alternatively you could just get a proper trunk bag for your rack. I've got the older smaller version of this and I find it handy for picnics and beer runs and what not as it's pretty well insulated. That's just a nice bonus though, you could use it for non food items too.
