Get a strip of LED lights off Amazon and a 12v battery pack. Attach to Hulu Hoop. Done? For example, http://www.amazon.com/LEDwholesalers-Flexible-300xSMD3528-Adhesive-2026WH/dp/B002Q8V8DM -- they're cheap and standard items.

They were pretty cheap on Amazon. I had a 12VDC/2A adapter laying around that I used to power them.

The hardest part would be a power source but you could put coils in the hubs to generate electricity. Storing the power so that they didn't just shut of when you stopped rolling might be a challenge and you would have to put a mud guard over the front tire so you don't fucking blind your self if you look down.

I'd suggest using LED light strips with their associated accessories on amazon. Basically you cut the strips to the length you want (at the marked cutting locations) and connect them together with the connectors they sell.

They have an adhesive back that you can use, but I suggest also stapling them as the adhesive fails over time. They have strips that are waterproof if you're concerned about that.

Tuck a dimmer & transformer in a cabinet and power the lights using an existing outlet.

waterproof LED strips of solid colors are easy to add and can run directly off a 3S (12v) battery.

But you will want to check out the different types of LED strips and see which kind you want. Different strips use different placement patterns which can affect overall brightness and power draw.

Alternatively if you have the space and equipment, you can add a dedicated BEC and use some RGB LED strips and wire them up to the FC so they can be controlled. But this becomes more difficult when you want to use a couple of small strips in a tight space.
