You should be able to drive that broken pin out with a pin punch like this one. A pair of calipers will let you measure the diameter of the pin and you can get the pin length from one that's not broken. Dowel pins can be had from a place like McMaster Carr for not much money. Then just drive a new one in with a small hammer until it's centered up. For a little extra insurance, a tiny drop of this stuff on the center of the pin before it's re-installed in the axle will lock it in place.
