i sorta kinda went to art school in a roundabout way. i started off in neuroscience, then i did a year of fine art and a year of community art college. i've done a lot of workshops and things though and i read a lot of art books and blogs and the like.

and yay for games! i actually work at a game company, Naughty Dog. it's a really fun industry. digital art is definitely a must for doing game art. Wacom is the tablet that I swear by however there are so many good cheap alternatives now. Here are some that I'd recommend for you to start out by trying:

Manga Studio was pretty cheap when I last took a look at it, and is entirely designed for people looking to draw/further their drawings and less so for standard image editing

Tbf, I've no idea where to get it or how much it is anymore though; all I found from a quick Google search was this amazon entry (which shows me a "currently available" message).

Ninja edit: looks like it;s also called Clip Studio 5 now, it's about 20 euros - http://www.mangastudio5.com | https://www.clipstudio.net/en.. I've no idea why, but it looks to be significantly more expensive on Amazon (over $100)

Manga Studio 5 - $30 on Amazon

Hands down the best drawing program I've ever used. Don't let the name fool you, it's not just for creating comics. It has perspective rulers that make drawing in 1, 2 or 3 point perspective dead simple. It even lets you pose virtual 3D characters for reference when drawing.

Paint.net - FREE - http://www.getpaint.net

It's an image editing software, it is similar to Paint in its simplicity but has more advanced features similar to Photoshop like layers and clone tools.

Krita - FREE - https://krita.org/

This is another great painting program, it has some cool features like a wrap-around mode that lets you paint seamless tiles, as well as neat symmetry drawing features.

Inkscape - FREE - https://inkscape.org/en/

This program is similar to Adobe Illustrator/Corel Draw, it's a vector drawing program, which means what you create is infinitely zoomable with always-crisp lines. If I didn't already have Adobe CS6 this is what I would use. I use vector software for drawing logos and typography which need to be crisp and sharp.

This is a new software so I haven't used it much. The cool thing about it is the infinite canvas, you can zoom in extremely far and draw without losing any detail.

I'd go with Gimp or Photoshop CS2.

And my friend recommends Manga Studio. It isn't free, but he's more experienced so I'm recommending it.

There are lots of good how to draw tutorials on YouTube. Just search how to draw (insert whatever it is that you want to draw here). If you just want to mess around with drawing there are plenty of free apps in the windows store. Things like Sketchbook Express and Fresh Paint. If you want to delve a little more into drawing and you want something that is pretty cheap and makes good use of the Surface pro for things like pinch to zoom and full touch screen functionality I would recommend Manga Studios 5 It's $30 and has everything you could possibly need for drawing and it's infinitely cheaper than most other programs like Photoshop and CorelDraw. Also there are lots of really good tutorials for how to get the most out of Manga Studios with Smith Micro's Manga Studio Tutorials on YouTube which you can find here.

I haven't used it a whole lot yet, but I purchased Manga Studio 5 a few weeks ago, and it has a vector layer option for inking.
