This list of Japanese sellers on Amazon is the best way I've seen recently to get a Meta Knight. I ordered one last month for a little under the $16 USD minimum they have right now, and it came with free shipping from Japan. Might be your best bet.
Also, a mod made this post a while back listing a lot of rare amiibo from Japanese locations for under $20 on Amazon.

Meta Knight is still available on Amazon.co.jp, however you'd most liking need an import service such as Tenso to get him to you. Little Mac was available yesterday, but now he's sold out. :(
