I feel you on this one. My hair does not want to go down without a fight and or trying to punish me. I tried everything from the special razors they make for African American men, tend skin, bumpguard, any and everything post wax. The thing that worked best for me was a double up of:
Long hot soak in a tub, maybe with some bubbles or like fancy bath oil and exfoliating the absolute crap out of every inch of skin that could get an ingrown hair with a Turkish bath mitt (AKA hammam/spa bath mitten) it's made usually out of wool or cotton crepe and a tight bumpy weave and after soaking in hot water and scrubbing directly with this, no soap, skin will roll off in hella satisfying grey clumps. Which means the icky skin can't be there to trap that hair that wants to escape.
Also MiN skin solution. It burns like the devil on freshly treated skin but goddamn does it work. It's a rollerball applicator and out of all the stuff I've tried this was the only thing that didn't make my bikini area look like a bubbling hellscape.

Best of luck with your laser sessions and I mean, get a hammam glove anyway its a super cheap treat and when you get out of the shower with baby soft skin and watch the gross clumps of dead grey skin slop down the drain....feels awesome!
EDIT: Want to second Wippy on the natural fiber underpants. Swapping out for all cotton boy shorties with no elastic on the leg-holes made a huuuge difference in whether I got irritated.
