Put the drops in, wait a few minutes, then flush it out. If it's really blocked, you may have to do this several times. Once it's cleared out, it's really easy to maintain.
Growing up I always had issues with swimmers ear and other swimming related problems with my ears. I would start by cleaning your ears out completely with a good wax removal system. First using the liquid to help soften up the wax and then the "syringe" (tear drop thingy in the pic below) to flush out any remaining wax. I personally use ear plugs every time I swim now to prevent any issues.

You can do this yourself fairly easily with some ear wax remover. It takes a few days but you loosen the wax and then blow it out with warm water.
It does wonders for your hearing... and you can maintain it with some drops every few weeks
