Neoprene cement is the right way to go. Read and follow the instructions. A little tear like that in that are will repair well, low stress area. The trickiest part is holding the repair apart while the glue dries. I fold the suit over right at the tear and hold it that way with whatever object I have handy.

Beware, the glue is black in color and will stick to any porous surface it contacts, forever. Has the consistency of snot.
