This doesn't seem outrageous to me...

CPU: $180 Newegg

RAM: $65 Amazon

Already, we're ~$250. A CPU cooler would cost about $50, and a Mobo around $150 - $200. Buying new, this could cost you $500. The seller probably expects to be haggled down to $300, which is a 40% discount for being used.

The RAM in your laptop is DDR3 RAM, as you said, and the other necessary piece of information is the clock speed. Your RAM is clocked at 1600MHz, so any DDR3 clocked at 1600MHz will work with your laptop.

Considering your laptop is from 2013, I don't recommend you go above 16GB. Running 2x8GB sticks will be a perfect upgrade.

This is the exact RAM you should have in your laptop. The cheapest RAM you will find here is currently this one based on my searching.

If you choose something else, make sure you don't get DDR3L.

Remembers its DIMM ram you need.

Anyway thats cheap upgrade but we might also get a new gpu or even cpu. install msi afterburner and rivatuner and look in game if the gpu or cpu are the ones laggin behind.

Do send me a screenshot like that on various low fps games to see where the problem lies.
