Pearl Izumi liner shorts are the best deal I've found, thus far. Good quality, cheap, and they're super comfortable under regular shorts.

I'm a guy, so I wear the men's version of this:

I like them quite a bit - I just wear normal shorts over them. Since I can wear shorts at work, I often don't even bother changing into normal underwear during the day.

They're affordable and fairly comfortable.

Edit: I also tried a couple other brands from REI... Canari and Novara I found I prefered the fit of the Pearl Izumis. I like Novara the least because the elastic on the legs was too tight for my legs.
