I believe I got it for $10-$15 in Canada, so you should be able to find it for around that price too. See if you can find more reviews though! I don't want to be the reason for a bad experience!
How far up does it go?
Does the hair only go up the shaft once you're erect? (the penis borrows skin from the scrotum to have enough room for the erection?)
If you're circumcised too tight, you might consider restoring foreskin just to give a little extra skin to your penis, so it doesn't need to borrow skin from your pubic area. A month or two of manually tugging your skin should help a lot.

As for shaving that sensitive area, I'd recommend getting the razor full of hair from another part of your body, then shaving the direction the hair grows, instead of against the direction it grows.
Plucking: do you grab the hair at the very base, or half way through the hair or tip? I find it better if you grab it as close to the skin as possible.
How about a pen hair trimmer? Use the head attachment it comes with so you don't get hurt.
My husband uses a hair trimmer, but he has very sparse, barely noticeable soft blond pubic hair anyway.
(Edit: to prevent ingrown hairs, I found it has nothing to do with shaving, but it happens when I eat sugar and wheat. If I don't, I don't get ingrown hairs. Don't know if this would help you at all, but there you go)
I started using one of these because I was tired of using Nair (the smell, the irritation, etc) and tweezing too much irritates my skin a lot. Nair always worked for me though, I just found it annoying to use.
