Or you could look for an used Army Surplus model made of steel at a place like sportsmansguide.com for $10-$15 plus shipping.

I spent about five months last year trying to figure out the Riddle of the Underwater Cache and I couldn't come up with anything that would meet all of my criteria. Your problems for the container are going to be buoyancy, entropy, water-tightness, thermal expansion/contraction, environmental damage, (in)visibility, and water height differences. I'm not saying it's impossible; with all of that in mind it's certainly possible to build an underwater cache given certain restrictions and limitations. But it's something that you're going to have to constantly babysit with regular maintenance runs every other month or so, and likely container replacements at least once per year (especially if the cache will be in an area that freezes over in the winter).
If you want to give it a go, the closest I got was two options. One is to embrace the water; don't try for a watertight cache. Get a scuba notebook and pencil and use that as the log, put them in a mesh bag or something. The other is to use a marine dry box that you've weighted down by pouring concrete into the bottom. In either case you'll still need to tether the container to something so it doesn't float or get dragged away. But neither option is perfectly reliable.
If you can get away with it in your theme, another option is to find a small natural waterfall and build/hide the cache in such a way that it's hidden behind/inside the waterfall. Move a couple of rocks around to create a void, then disguise your (strong watertight) container to look like those rocks and slide it in. I'm actually planning one of these right now. :-)

I use this marine plano case. While I wouldn't call it waterproof, it does have a sealing o ring. Large enough to fit a bottle of isopropyl laying down.
