No you would need a router and a mount. CNCRP sells nice mounts also. The Porter Cable 690 would probably be your best bet and you would still be slightly under your 3k budget.

I went with the 80% Arms Easy Jig because a router is far superior to a drill-press-as-a-mill method that the other jigs use. A drill press is OK as a mill for polymer but I am very leery of using it with aluminum as a drill press is not meant to be used with side to side forces like a real mill or CNC is. The Easy Jig also doesn't require you to constantly measure depths when cutting because the depth gauge is built into the template. The Polymer80 brand lower sold by Ares Armor is a good way to start as it is on sale for $50, comes with the tool kit and jig and will work OK in a drill press as the mill. I'd say start there.

Your hand drill will probably be fine for 6061 aluminum lowers and that's what 80% Arms uses in their video. If you want to do a 7075 lower I'd say you'll need a drill press. If you want to get a good router I'd recommend the Porter Cable 690 from Amazon (currently $124).

Router is okay. Price is a little high. I see (and buy) decent routers regularly for $30 - $50.

This one does look almost "like new" as the seller says. If you need a router and don't want to pay full price for a new one, this one is probably an okay deal.

EDIT: Contrary to the model # listed on the baseplate, the router listed on CL is really model 690LR. Selling for $130 new today on Amazon

EDIT2: Just saw that 1001 is the model # for the fixed base. The router is still a 690LR
