I barely grow facial hair, but I personally use a electric shaver. I bought it on clearance last year for like $18, and its still going strong. Use it twice a week.

If you're afraid of cutting yourself, you can use an electric razor which is impossible to cut yourself with. I don't use it because it doesn't give you a really close shave and because I just trim and shape my beard-- which you can't really do with something like that (it's more for just shaving everything off) And also because if you have long hairs, it pulls if you don't trim them down first. Wet shaving isn't really that big a deal though-- I've only cut myself a handful of times, and then I just do the toilet paper thing and it heals in like 2 seconds.
