To offer a bit of a dissenting opinion:
There is nothing intrinsically wrong with going for skates from a retailer like Dick's.
For example, a 2016 Macroblade 80 from Dick's isn't materially different from a 2016 Macroblade 80 from Inline Warehouse or a 2016 Macroblade 80 from Amazon.
That being said, the advantage of specialty shops like Inline Warehouse, InlineSkates.Com, or ProSkaters Place, or Shop Task, is that they often carry a greater variety of makes and models than, say, Amazon or Dick's.

That being said, if your goal is "using them mostly on roads, sidewalks, and the occasional roller rink" and your main concerns are ease of use ("Are these skates good to learn on?") and longevity ("Will they last for a while?"), you could do better than the sub-$100 Bladerunners.

For a minor price increase, an aluminum frame will be substantially more durable than a plastic frame.
A "hard-shell"/"hard boot" skate will generally be substantially more durable than a "soft-shell"/"soft boot" skate, as well as easier to maintain (as they tend to be more modular, making it easier to replace specific components as needed), but will often be significantly more expensive.

Within your stated budget, something like the Rollerblade Macroblade 80 or the K2 Fit 84 Pro or the Powerslide Phyzion Reign 2 would work if you want to go with a soft boot option, while something like the Rollerblade RB80 or the Powerslide Imperial Basic 80 or the Powerslide Imperial One 80 or the Rollerblade Fusion X3 if you wanted to go with a hard boot option.
