I'd say your CPU is currently bottle-necking your GPU. Upgrade your CPU to something a little faster will definitely help, but that will probably mandate a new motherboard, and possibly a new PSU. Therefore here are my recommendations:

A 2500k without an aftermarket HSF to overclock? Wasted potential.
Not going to overclock? Why spend $ on a 2500k?
I've seen 8GB of ram for cheaper by $10-$20. Not sure if that amount matters to you.
Mobo with "bling". This Gigabyte board appears to be the same for $30 less.
Case: Considered the Rosewill Challenger? $20 less.
Tiny nit-picky changes, total $60. If that amount doesn't matter to you, then go ahead and buy, it's still a solid build.
Keyboard & Mouse $30
Mouse comes with mouse 4&5 and changeable DPI. The keyboard looks solid and has good reviews too.
Case has solid reviews, a USB 3.0 port, has 7 expansion slots (2 SSD and 5 HDD)(so you can upgrade later), 3 fans (1 top, 1 rear, 1 front) and looks sik as.

I suggest going with the Rosewill Challenger for the case and maybe a Corsair CX600 for the PSU.

But it offers usb 2.0 and 3.0.... i checked and my mobo has 1 usb 3.0 port and 2 usb 2.0 ports. what do i choose/do? What is the point of usb #?

Honestly if you didn't care about the blue LED fans that much you could get a pretty good case for $60, the one I listed was decent at best.

If you already have the windows disc then the Windows install is free. You can definitely built a gaming PC for $500. $400? Nah probably not. But, to be fair, they sell the consoles at a loss. But the one you build for 500m it will perform better than both consoles, but not by a lot. You'd have to be very picky with parts.
