You can't go wrong with calipers.
Another idea - Rotring 600 pencil. Arguably one of the best mechanical pencils ever made. Kind of thing an engineer might appreciate.
If he does CAD work you could get him a SpaceMouse I use one every day and they are life changing.

this is a little over $20.
That being said the point end of a rotring is easily bent and not conducive to pocket carry.
Pilot Frixion Ball Knock Retractable 0.5mm. I also like the 0.7mm, and the Slim 0.38mm although the latter is arguably too small. Magic Japanese eraseable technology! They write super smooth too.
Also, the Rotring 600 is definitely my pencil of choice. A great value at $20 (because the 800 at $50 is a bit much!).
